Responsibilities
This officer position is responsible for managing the WCS Khulna office accounting and relevant administrative and NGO Affairs Bureau tasks, providing logistics support for office and project activities. This position requires strong organizational and communication skills to ensure the smooth completion of the tasks mentioned above and support program requirements in compliance with local, national, and international guidelines. Primary responsibilities of this position include:
- Process all WCS Khulna office, program, and project-related procurements, including
- Prepare necessary documents related to the procurement based on the purchase requisitions;
- Collect quotations and prepare comparison sheets for local procurement following requirements of purchase policies and regulations of WCS, donor, and GoB;
- Preparation of Comparative statement (CS) purchase order (PO)/contract and submit to HR and NGOAB Liaison Manager and Finance Manager for review and recommendation;
- Collect bills, vouchers, and other financial documentation from vendors for processing Khulna-based procurements, requisitions and payments in compliance with GoB, WCS and donor policies;
- Negotiate with the vendor and ensure expected price, quality and timely delivery.
- Submit monthly accounts, including bills, vouchers, and other relevant documents to the Senior Finance Officer in WCS Dhaka office;
- Maintain up-to-date project and program documentation for statutory audit and donor audit;
- Maintain petty cash for Khulna office;
- Organize and oversee logistical support for internal or external project and program project activities and events, including meetings, consultations, field visits, and in-country travel or accommodation;
- Maintain the Khulna office inventory and ensure appropriate storage and maintenance of WCS property;
- Support the Human Resource and NGOAB Liaison Manager in administrative tasks and reporting;
- Attend NGO coordination meetings at Deputy Commissioner offices and UNO offices followed by directives from Human Resources and NGOAB Liaison Manager, and Country Director.
- Communicate with WCS finance team, program managers and coordinators regularly, including through visits to Dhaka and other offices as required, for completing assigned responsibilities and tasks as well as other miscellaneous assignments.
Requirements
This position will be offered for one year from 01 May 2024, with an initial 3-month probationary period and an option for renewing employment as per performance and availability of funds. We are looking for a candidate who is self-directed, can manage variable workloads, and engage in a respectful manner with our diverse collaborators. The position requires strong time and work management, administrative, and communication skills. Previous experience in applied research and engagement with coastal communities is preferable.
Applicants with a master’s degree in accounting, finance or management, or any other equivalent degree are preferable. The ability to develop and communicate strategies and concepts in English and Bangla, both orally and in writing, is highly valued. Applications from candidates originating from or closely connected to coastal districts with the ability to communicate in local dialects are encouraged. The position will be based in Khulna but requires frequent travel, including to remote locations in coastal Bangladesh.
