Position Name: Logistics Management Consultant
Reports to: Project Manager, Sustho Sagor
Location: Dhaka, Bangladesh (with field visits as required)
Duration: 600 days (between November 2026 and October 2029)
Liaison: Maintain regular work relationships with the Marine Conservation Program, and liaison with the Blue Action Fund Project Manager, Educational Outreach Program Coordinator, Procurement and Logistic Officer, Senior Finance Officer, and Human Resources (HR) Manager of WCS to ensure effective coordination and implementation of assigned activities.
Background
Wildlife Conservation Society Bangladesh Program is implementing the project, titled Sustho Sagor (Healthy Ocean) - Sharing responsibilities and benefits from well managed MPAs for a healthy ocean and thriving communities in Bangladesh, funded by the Blue Action Fund. The project aims to strengthen the network of ecologically representative MPAs and OECMs, improve MPA governance, and support sustainable livelihoods for coastal communities through capacity building, stakeholder engagement, field surveys, and public outreach. Effective delivery of these activities depends on timely, well-organized logistics across project sites, many of which are in remote coastal areas where WCS does not have a permanent presence.
To support effective implementation of the project’s training, survey, outreach, and field activities and the associated financial, asset, and human resources requirements, WCS Bangladesh intends to engage a suitably qualified Logistics Management Consultant.
Objectives: The objective of this consultancy is to ensure efficient, timely, and compliant logistical support for trainings, workshops, field surveys, outreach events, and other activities under the Sustho Sagor project, and to support program staff in fulfilling related financial, asset management, and human resources requirements. The consultant will achieve this by managing event and field logistics, processing purchase requisitions and field expense settlements, supporting procurement, documenting assets taken to and returned from the field, and providing human resources and administrative support, including onboarding, agreement preparation, and payment processing.
Scope of Work: The consultant will support program staff in fulfilling the following requirements and will undertake, but not be limited to, the following tasks:
Task Area 1: Event Management, Field Logistics, and Financial Support
1.1 Event Management and Field Logistics Support
- Support program staff in planning and organizing trainings, workshops, consultations, educational outreach events, field surveys, and other field activities, including preparation of event schedules and logistics plans.
- Arrange site-based logistics for events and field activities, including local transport, accommodation, catering, and booking of venues, particularly in areas where WCS does not have a permanent presence.
- Ensure the safety and security of event and field team members through timely logistics arrangements, travel documentation, and up-to-date emergency contact information.
- Arrange travel and accommodation for visiting expatriates and provide logistics support for field trips by office personnel.
- Coordinate with the Training and Outreach Consultant on logistical arrangements for training, workshops, seminars, and outreach exhibitions.
- Maintain participant registration, attendance records, and event-related documentation.
1.2 Financial and Procurement Support
- Support preparing and processing purchase requisitions, advance requests, and other financial requirements prior to events and field activities, in coordination with program staff and the WCS finance team.
- Maintain accurate records of field expenses, bills, and supporting documents during and after field activities, and ensure timely settlement of advances in line with WCS finance procedures.
- Support procurement planning, quotation collection, tracking, and documentation in compliance with WCS and Blue Action Fund procedures.
- Identify, coordinate, and manage vendors, suppliers, and service providers to ensure timely and quality delivery of services, and support the management of their contracts and agreements.
Task Area 2: Asset, Human Resources, and Administrative Support
2.1 Asset and Inventory Management Support
- Support the Inventory Manager and program team in maintaining up-to-date records of office and project assets and inventory, including periodic physical verification and appropriate storage of WCS property.
- Collect assets, equipment, and logistics materials from the Inventory Manager for field activities, with check-out documentation recording item details and condition.
- Return all assets and materials to the Inventory Manager upon completion of field activities, verify their condition, and complete the required return documentation.
- Report any loss, damage, or maintenance needs promptly, and support the program team in completing all documentation for asset maintenance and repair.
2.2 Human Resources and Administrative Support
- Support the recruitment and onboarding of interns and other support staff, including orientation and completion of required documentation.
- Support preparation of agreements for interns, consultants, and service providers, and process related payments in coordination with program staff and the WCS finance team.
- Maintain up-to-date records of interns and support staff, including attendance, worklogs, agreements, and payment records.
- Perform other related assignments as requested by the Project Manager, Sustho Sagor.

Required Qualifications and Experience
The consultant should possess:
- Post-graduate degree in Logistics, Supply Chain Management, Business Administration, Finance, or a related field.
- At least 2 years of experience in logistics, procurement, finance, or administration, preferably with NGOs or donor-funded projects; familiarity with donor procurement and financial compliance requirements is an advantage.
- Proven experience organizing logistics for trainings, workshops, field surveys, and events, including in remote coastal areas.
- Working knowledge of procurement procedures, purchase requisitions, field expense settlement, asset and inventory management, and basic HR documentation, including agreements and payment processing.
- Ability to travel up to 50% of the time to project sites.
- Strong time management and organizational skills, with the ability to prioritize tasks and manage multiple activities simultaneously.
- Proficiency in MS Office (Word, Excel) for record keeping and reporting.
- Demonstrated proficiency in Bengali (written and spoken) and excellent English verbal and written communication skills.

Supervision and Performance Management
The consultant will report to the Project Manager, Sustho Sagor, and maintain a regular working relationship with the Procurement and Logistic Officer, the Senior Finance Officer, and the HR Manager. The consultant may be required to work from the WCS Bangladesh office and join field visits with the project team.
Performance will be reviewed yearly against agreed deliverables and targets set out in the approved work plan. The project management team reserves the right to request revisions to deliverables prior to acceptance. Continued engagement will be subject to satisfactory performance reviews.
Ethical Obligations and Safeguarding
The consultant will be required to comply with WCS's Code of Conduct, Anti-Harassment Policy, Safeguarding Policy, and procurement policies throughout the period of engagement. Given that this role involves engagement with vendors, service providers, and coastal communities, the consultant must avoid conflicts of interest, act with transparency in all procurement and financial matters, demonstrate sensitivity to community rights, and handle the personal data of participants, interns, and staff confidentially.
The consultant must sign a confidentiality agreement covering all project materials, institutional data, donor information, vendor and personnel information, and community-level information collected during this assignment. All materials and outputs produced are the property of WCS Bangladesh.
