Position Name: Training and Outreach Consultant
Reports to: Project Manager, Sustho Sagor
Location: Dhaka, Bangladesh (with field visits as required)
Duration: 600 days (Between November 2026 to October 2029)
Liaison: Maintain regular work relationships with the Educational Outreach Program, and liaison with Blue Action Fund Project Manager, Marine Program Manager Legal Advisor, Senior Marine Advisor, International Technical Advisor, and Country Director of WCS to ensure effective coordination and implementation of assigned activities.
Background:
Wildlife Conservation Society Bangladesh Program is implementing the project, titled Sustho Sagor (Healthy Ocean) - Sharing responsibilities and benefits from well managed MPAs for a healthy ocean and thriving communities in Bangladesh. The project aims to enhance the protection of marine biodiversity, strengthen governance of MPAs, and support sustainable livelihoods for coastal communities through targeted awareness raising activities, capacity building, stakeholder engagement, and public outreach covering marine protected area management, sustainable fisheries, wildlife and fisheries laws, and community rights and responsibilities.
To support effective implementation of project’s training and educational outreach activities, WCS Bangladesh intends to engage a suitably qualified Training and Outreach Consultant.
Objectives: The objective of this consultancy is to strengthen the awareness, knowledge, and capacity of government officials, fishing communities, and other key stakeholders in relation to marine conservation, MPA governance, sustainable fisheries, and marine law enforcement in Bangladesh. The consultant will achieve this by planning, coordinating, facilitating, documenting, and communicating training workshops, stakeholder events, and public outreach activities under the Sustho Sagor project, contributing directly to the project's outcomes related to improved stewardship, informed governance, and empowered coastal communities.
Scope of Work: The consultant will undertake, but not be limited to, the following tasks:
Outcome 1:
1.1 Training Design and Planning
- Support the designing and development of appropriate training manuals, modules, session plans, and facilitation guides for diverse target audience, including government officials (Bangladesh Forest Department, Department of Fisheries, Bangladesh Navy, Coast Guard, Customs Intelligence), fishing community networks, coastal community representatives, students, interns, and university partners.
- Develop outreach implementation plans including objectives, target audiences, messaging strategies, and activity schedules for each outreach campaign or exhibition.
1.2 Event Coordination and Communication
- Coordinate logistical and technical arrangements for trainings, workshops, seminars, and outreach exhibitions in liaison with logistic consultant.
- Support record keeping of the educational outreach and training events including participants information, and evaluation.
- Support and maintain communication with government counterparts, community leaders, and partner organisations to ensure effective stakeholder participation.
- Support external communication and management of social media and website.
- 1.3 Training Facilitation and Field Engagement
- Facilitate trainings, workshops, seminars and other capacity development events for government officials, fishers, coastal communities, interns, students, and other target groups, using participatory and adult learning methodologies appropriate to each audience.
- Conduct regular field visits to project sites in the coastal and marine areas of Bangladesh to deliver training and outreach messages directly to community stakeholders.
- Adapt facilitation approaches to local contexts, including communication in Bengali and use of culturally appropriate tools and methods.
Outcome 2:
2.1 Outreach and Communication Activities
- Design and develop visual communication materials, including brochures, posters, banners, infographics, social media content, publications, and branding materials in line with WCS and Blue Action Fund branding and communication guidelines.
- Ensure consistency, accuracy, and high quality across all visual outputs and communication materials, in close coordination with the project team.
- Support digital outreach through preparation of content and design for WCS Bangladesh's social media platforms and website, contributing to public communication of project activities and outcomes.
- Design, and organize outreach exhibitions, awareness campaigns, and interactive engagement activities related to marine conservation, MPA governance, and sustainable fisheries.
- Manage media files and photographs of the events in a systematic manner.
- Document and store all training and outreach events thoroughly, including photographs, session summaries, and individual event reports.
Deliverables:
The consultant is responsible for the following deliverables. All deliverables are subject to review and approval by the Project Manager, Sustho Sagor before being considered accepted.

Required Qualifications and Experience:
The consultant should possess:
- Bachelor degree/diploma in Journalism, Communication, Development Studies, Environmental Science, Social Science, Biological science, Fine Arts, Graphics Designing or a relevant field (Master’s preferred).
- At least 2-3 years of experience in training facilitation, capacity building, outreach and awareness programs.
- Proven experience in planning, organizing and managing training, workshops, seminars, and stakeholder engagement events.
- Strong experience in developing training materials and communication and IEC products (reports, brochures, posters, banners, infographics, social media content, etc.).
- Experience in graphic design and visual communication, including proficiency with design tools such as Adobe Creative Suite, Canva, or equivalent platforms.
- Photography, videography, or audiovisual documentation skills.
- Strong documentation and reporting skills, including preparation of event reports and feedback analysis.
- Familiarity with donor-funded projects and compliance with branding and communication guidelines is an advantage.
- Demonstrated proficiency in Bengali (written and spoken) and working proficiency in English for donor reporting purposes.

Supervision and Performance Management
The consultant will report to the Project Manager, Sustho Sagor, and maintain a regular working relationship with the Educational Outreach Program. The consultant may be required to attend office and join field visits with the project team.
Performance will be reviewed yearly against agreed deliverables and targets set out in the approved work plan. The project management team reserves the right to request revisions to deliverables prior to acceptance. Continued engagement will be subject to satisfactory performance reviews.
Ethical Obligations and Safeguarding
The consultant will be required to comply with WCS's Code of Conduct, Anti-Harassment Policy, and Safeguarding Policy throughout the period of engagement. Given that this role involves direct engagement with coastal fishing communities including women, youth, and other potentially vulnerable groups, the consultant must demonstrate sensitivity to community rights, data privacy, and free, prior, and informed consent (FPIC) principles in all outreach and documentation activities.
The consultant must sign a confidentiality agreement covering all project materials, institutional data, donor information, and community-level information collected of during this assignment. All materials and outputs produced are the property of WCS Bangladesh.
